But any efforts to halt the policy would face steep legal hurdles. Birthright citizenship means anyone born in the United States automatically becomes an American citizen. It’s been in place for decades and applies to children born to someone in the country illegally or in the U.S. on a tourist or student visa who plans to return to their home country. It’s not the practice of every country, and Trump and his supporters have argued that the system is being abused and that there should be tougher standards for becoming an American citizen. But others say this is a right enshrined in the 14th Amendment to the Constitution, it would be extremely difficult to overturn and even if it’s possible, it’s a bad idea. Here’s a look at birthright citizenship, what Trump has said about it and the prospects for ending it: During an interview Sunday on NBC’s “Meet the Press” Trump said he “absolutely” planned to halt birthright citizenship once in office. “We’re going to end that because it’s ridiculous,” he said. Trump and other opponents of birthright citizenship have argued that it creates an incentive for people to come to the U.S. illegally or take part in “birth tourism,” in which pregnant women enter the U.S. specifically to give birth so their children can have citizenship before returning to their home countries. “Simply crossing the border and having a child should not entitle anyone to citizenship,” said Eric Ruark, director of research for NumbersUSA, which argues for reducing immigration. The organization supports changes that would require at least one parent to be a permanent legal resident or a U.S. citizen for their children to automatically get citizenship. Others have argued that ending birthright citizenship would profoundly damage the country. “One of our big benefits is that people born here are citizens, are not an illegal underclass. There’s better assimilation and integration of immigrants and their children because of birthright citizenship,” said Alex Nowrasteh, vice president for economic and social policy studies at the pro-immigration Cato Institute. In 2019, the Migration Policy Institute estimated that 5.5 million children under age 18 lived with at least one parent in the country illegally in 2019, representing 7% of the U.S. child population. The vast majority of those children were U.S. citizens. The nonpartisan think tank said during Trump’s campaign for president in 2015 that the number of people in the country illegally would “balloon” if birthright citizenship were repealed, creating “a self-perpetuating class that would be excluded from social membership for generations.” In the aftermath of the Civil War, Congress ratified the 14th Amendment in July 1868. That amendment assured citizenship for all, including Black people. “All persons born or naturalized in the United States and subject to the jurisdiction thereof, are citizens of the United States and of the State wherein they reside,” the 14th Amendment says. “No State shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States.” But the 14th Amendment didn’t always translate to everyone being afforded birthright citizenship. For example, it wasn’t until 1924 that Congress finally granted citizenship to all Native Americans born in the U.S. A key case in the history of birthright citizenship came in 1898, when the U.S. Supreme Court ruled that Wong Kim Ark, born in San Francisco to Chinese immigrants, was a U.S. citizen because he was born in the states. The federal government had tried to deny him reentry into the county after a trip abroad on grounds he wasn’t a citizen under the Chinese Exclusion Act. But some have argued that the 1898 case clearly applied to children born of parents who are both legal immigrants to America but that it’s less clear whether it applies to children born to parents without legal status or, for example, who come for a short-term like a tourist visa. “That is the leading case on this. In fact, it’s the only case on this,” said Andrew Arthur, a fellow at the Center for Immigration Studies, which supports immigration restrictions. “It’s a lot more of an open legal question than most people think.” Some proponents of immigration restrictions have argued the words “subject to the jurisdiction thereof” in the 14th Amendment allows the U.S. to deny citizenship to babies born to those in the country illegally. Trump himself used that language in his 2023 announcement that he would aim to end birthright citizenship if reelected. Trump wasn’t clear in his Sunday interview how he aims to end birthright citizenship. Asked how he could get around the 14th Amendment with an executive action, Trump said: “Well, we’re going to have to get it changed. We’ll maybe have to go back to the people. But we have to end it.” Pressed further on whether he’d use an executive order, Trump said “if we can, through executive action.” He gave a lot more details in a 2023 post on his campaign website . Then Wednesday's targeted fatal shooting of the UnitedHealthcare CEO on a midtown Manhattan sidewalk thrust the executive and his business into the national spotlight. Thompson, who was 50, had worked at the giant UnitedHealth Group Inc for 20 years and run the insurance arm since 2021 after running its Medicare and retirement business. As CEO, Thompson led a firm that provides health coverage to more than 49 million Americans — more than the population of Spain. United is the largest provider of Medicare Advantage plans, the privately run versions of the U.S. government’s Medicare program for people age 65 and older. The company also sells individual insurance and administers health-insurance coverage for thousands of employers and state-and federally funded Medicaid programs. The business run by Thompson brought in $281 billion in revenue last year, making it the largest subsidiary of the Minnetonka, Minnesota-based UnitedHealth Group. Navarro, a trade adviser during Trump’s first term, will be a senior counselor for trade and manufacturing, Trump said on Truth Social. The position, Trump wrote, “leverages Peter’s broad range of White House experience, while harnessing his extensive Policy analytic and Media skills.” The appointment was only the first in a flurry of announcements that Trump made on Wednesday as his presidential transition faced controversy over Pete Hegseth, Trump’s choice for Pentagon chief. Hegseth faces allegations of sexual misconduct, excessive drinking and financial mismanagement, and Trump has considered replacing him with another potential nominee. As he works to fill out his team, Trump said he wanted Paul Atkins, a financial industry veteran and an advocate for cryptocurrency, to serve as the next chairman of the Securities and Exchange Commission. He wrote on Truth Social that Atkins “recognizes that digital assets & other innovations are crucial to Making America Greater than Ever Before.” Trump also said he was changing course on his choice for White House counsel. He said his original pick, William McGinley, will work with the Department of Government Efficiency, which will be run by Elon Musk and Vivek Ramaswamy with the goal of cutting federal spending. Deputy national security adviser Anne Neuberger offered new details about the breadth of the sprawling Chinese hacking campaign that gave officials in Beijing access to private texts and phone conversations of an unknown number of Americans. Dog owners were much more likely to support the Republican over Democratic Vice President Kamala Harris. Cat owners were split between the two candidates. About two-thirds of voters said they own a dog or cat, but pet owners don't usually get much attention from politicians. This year, however, past comments by Trump's running mate, Ohio Sen. Then Wednesday's targeted fatal shooting of the UnitedHealthcare CEO on a midtown Manhattan sidewalk thrust the executive and his business into the national spotlight. Thompson, who was 50, had worked at the giant UnitedHealth Group Inc for 20 years and run the insurance arm since 2021 after running its Medicare and retirement business. As CEO, Thompson led a firm that provides health coverage to more than 49 million Americans — more than the population of Spain. United is the largest provider of Medicare Advantage plans, the privately run versions of the U.S. government’s Medicare program for people age 65 and older. The company also sells individual insurance and administers health-insurance coverage for thousands of employers and state-and federally funded Medicaid programs. The business run by Thompson brought in $281 billion in revenue last year, making it the largest subsidiary of the Minnetonka, Minnesota-based UnitedHealth Group. His $10.2 million annual pay package, including salary, bonus and stock options awards, made him one of the company's highest-paid executives. The University of Iowa graduate began his career as a certified public accountant at PwC and had little name recognition beyond the health care industry. Even to investors who own its stock, the parent company's face belonged to CEO Andrew Witty, a knighted British triathlete who has testified before Congress. When Thompson did occasionally draw attention, it was because of his role in shaping the way Americans get health care. At an investor meeting last year, he outlined his company's shift to “value-based care,” paying doctors and other caregivers to keep patients healthy rather than focusing on treating them once sick. “Health care should be easier for people,” Thompson said at the time. “We are cognizant of the challenges. But navigating a future through value-based care unlocks a situation where the ... family doesn’t have to make the decisions on their own.” Thompson also drew attention in 2021 when the insurer, like its competitors, was widely criticized for a plan to start denying payment for what it deemed non-critical visits to hospital emergency rooms. “Patients are not medical experts and should not be expected to self-diagnose during what they believe is a medical emergency,” the chief executive of the American Hospital Association wrote in an open letter addressed to Thompson. “Threatening patients with a financial penalty for making the wrong decision could have a chilling effect on seeking emergency care.” United Healthcare responded by delaying rollout of the change. Thompson, who lived in a Minneapolis suburb and was the married father of two sons in high school, was set to speak at an investor meeting in a midtown New York hotel. He was on his own and about to enter the building when he was shot in the back by a masked assailant who fled on foot before pedaling an e-bike into Central Park a few blocks away, the New York Police Department said. Chief of Detectives Joseph Kenny said investigators were looking at Thompson's social media accounts and interviewing employees and family members. “Didn’t seem like he had any issues at all,” Kenny said. "It was a bit of a surprise, I think, for everybody," said Mercedes driver George Russell, a GPDA director. "It's a hell of a lot of pressure now onto the new race director (with) just three races left. Often, as drivers, we probably feel like we're the last to find out this sort of information." Greg Maffei, the CEO of Liberty Media, the company that holds the commercial rights to F1, said last week he was stepping down from his position. This followed months of speculation that owner John Malone was displeased with Liberty landing in two different Justice Department investigations, one surrounding F1's refusal to allow Andretti Global into the series and the other over allegations of a Live Nation concert ticket monopoly. The Andretti team is expected to receive F1 approval to join the grid, albeit without Michael Andretti, who has scaled back his role dramatically since the IndyCar season ended in September. F1 denied over the weekend that Stefano Domenicali, CEO of Formula One Management, was also on the move amid rumors that the Italian would take over MotoGP if Liberty's purchase of the series is approved. Renee Wilm, a longtime Liberty Media employee, CEO of the Las Vegas Grand Prix and potentially Domenicali's successor, told The Associated Press she will fulfill any role Malone tasks her with but has little desire to move from Colorado to London to replace Domenicali. Maffei's newly opened job? Who knows. Many drivers, particularly seven-time champion Lewis Hamilton, have been at odds with FIA President Mohammed Ben Sulayem since his election following the 2021 season finale. In the GDPA statement, they reminded the sanctioning body "our members are adults" who don't need lectures and fines on foul language or jewelry bans, and simply want fair and consistent race control. There's been no response from Ben Sulayem, and won't be this weekend since he does not attend the LVGP. He will be at Qatar and the finale in Abu Dhabi next month. Hamilton doesn't think all the behind-the-scenes changes will be a fan topic as the season comes to a close. But he noted that consistency from race control is all the drivers have asked for, while throwing his support behind Domenicali and the job Maffei has done in growing F1 since Liberty took over. "I really hope Stefano is not leaving because he's been so instrumental in changes and progress to this whole thing," Hamilton said. "And he knows the sport as well as anyone. But all good things do come to an end, and whoever they put into place, I just hope they are like-minded. But sometimes you have to shake the trees." That's just what happened with the surprise departure of race director Wittich. Although drivers have been unhappy with race officiating this season and held a private GPDA meeting in Mexico City, Russell said they had no prior warning Wittich was out. The race director is the referee each weekend and Wittich has been in charge since 2022, when Michael Masi was fired following the controversial 2021 season-ending, championship-altering finale at Abu Dhabi. Now the man in charge for the final three races is Rui Marques, the Formula 2 and Formula 3 race director. Las Vegas, which overcame multiple stumbling blocks in last year's debut before putting on one of the best races of the season, is a difficult place to start. Verstappen can win his fourth title by simply scoring three points more than Lando Norris of McLaren. "It's a bit weird with three races to go to do that," Verstappen said. "It doesn't matter if you're positive or negative about certain things. I thought in Brazil there was definitely room for improvement, for example. It's still a bit weird having to now then deal with a different race director." Charles Leclerc of Ferrari wondered why the move was made with only three races to go. "To do it so late in the season, at such a crucial moment of the season, it could have probably been managed in a better way," he said. The drivers have consistently asked for clearer guidelines in the officiating of races, specifically regarding track limits and racing rules. The drivers have no idea how Marques will officiate, highlighting a disconnect between the competitors and Ben Sulaymen's FIA. "We just want to be transparent with the FIA and have this dialogue that is happening," Russell said. "And I think the departure of Niels is also a prime example of not being a part of these conversations." The GDPA statement made clear the drivers do not think their voice is being heard. "If we feel we're being listened to, and some of the changes that we are requesting are implemented, because ultimately we're only doing it for the benefit of the sport, then maybe our confidence will increase," Russell said. "But I think there's a number of drivers who feel a bit fed up with the whole situation. It only seems to be going in the wrong direction." He also said the relationship between the drivers and the FIA seems fractured. "Sometimes just hiring and firing is not the solution," he said. "You need to work together to improve the problem." Norris, who has battled Verstappen this year with mixed officiating rulings, said "obviously things are not running as smoothly as what we would want." Marques has his first driver meeting ahead of Thursday night's two practice sessions and then three weeks to prove to the competitors he is up for the job. Carlos Sainz Jr., who will leave Ferrari for Williams at the end of the season, hopes the drama doesn't distract from the momentum F1 has built over the last five years. "I think Formula 1 is in a great moment right now and all these rumors, I think in every team, every job, there's job changes," he said. "It's not big drama. I'm a big fan of the people you mentioned, they've done an incredible job in Formula 1 and Formula 1 is what it is thanks to these people. But it's just so emotional, especially the Stefano one. The only one that has a real effect is the race director. But I think if he does a good job, it should be transparent and nothing big."

Daylight Saving Time is inconvenient, and very costly to our Nation,” he wrote. Setting clocks forward one hour in the spring and back an hour in the fall is intended to maximize daylight during summer months, but has long been subject to scrutiny. Daylight saving time was first adopted as a wartime measure in 1942. Lawmakers have occasionally proposed getting rid of the time change altogether. The most prominent recent attempt, a now-stalled bipartisan bill named the Sunshine Protection Act , had proposed making daylight saving time permanent. The measure was sponsored by Florida Sen. Marco Rubio , whom Trump has tapped to helm the State Department. I'm honestly surprised he only shot 8 under. It's a sneaky course because if you fall asleep on some shots, you can get out of position. The federal government's proposed social media ban for under-16s has been unveiled in the parliament, with $50m in fines for big tech companies which don't comply – and an admission from Labor the new rules may require all Australians to hand over more of their personal data. But while the government has promised "robust" privacy protections for that extra information, and bans on social media giants using that data for other purposes, we still don't know exactly what kind of data people will have to hand over. The government instead is kicking that can to the big tech firms themselves, essentially asking Facebook, Snapchat and X to come up with their own systems instead. Here's what we know so far – and what questions still need to be answered. Which platforms will be targeted? The communications minister, Michelle Rowland, introduced the legislation on Thursday. She said the laws aren't meant to apply to messaging services, such as Facebook Messenger or WhatsApp, or online services like Kids Helpline. DALLAS — The Mets are leaving the Winter Meetings with only one new player, though that one player, star outfielder Juan Soto , arguably makes them the winners of the week. While they were hoping to land a few others, the market has been more sluggish than expected, especially when it comes to the high-end position players. This makes it tricky to determine what first baseman Pete Alonso is worth. According to sources, a market for the Polar Bear has not yet emerged. However, his agent, Scott Boras, said he is meeting with teams. “Pete Alonso is open to listening to a lot of teams, and has been doing so,” Boras said Wednesday at the Hilton Anatole during his annual press conference. “His experiences with the Mets were extraordinary, both for them and him.” Some in the industry expect him to return to the Mets, but some just aren’t sure how to gauge a fair contract for a 30-year-old right-handed hitting first baseman like Alonso. However, the other position players in Alonso’s tier haven’t signed either and there doesn’t appear to be much movement. That could be changing soon. The great wealth transfer is in full swing as over $100 trillion is projected to be passed down from the older generations to their heirs through 2048 in the United States, according to a December report by research and consulting firm Cerulli Associates. > Philadelphia news 24/7: Watch NBC10 free wherever you are "There's a big intergenerational wealth transfer, but the preferences of the baby boomers are starkly different from the preferences of ... millennials," Nirbhay Handa, CEO of global migration platform Multipolitan, told CNBC Make It . "Now you have this younger generation which really believes that profit and progress should go hand in hand," Handa said. A sea change Millennials (ages 27 to 42) and Generation X (ages 43 to 58) stand to be the biggest beneficiaries of the wealth transfer, and are expected to inherit about $85 trillion between 2024 to 2048, according to the report. Generation Z and younger generations (ages 27 and younger) are expected to inherit over $15 trillion. Notably, the majority of wealth transfer will come from high-net-worth (HNW) and ultra-high-net-worth (UNHW) families, who together make up around 2% of all households, according to the report. These families are expected to contribute to over 50% of the transfers, or about $62 trillion. Compared to the baby boomers and older generations, "[younger generations] are less motivated by money, if I generalize, and much more [motivated by] contributing to society," said Martin Roll, an INSEAD Distinguished Fellow and family business and family office expert for McKinsey and Company. "They look out the front window [and ask]: 'What's ahead here? What are the big questions of our time?'" Gen X and millennials are concerned with societal impact — topics like climate change, diversity, health and wellness and hedging against geopolitical conflict are top of mind, said Handa. "I think sustainability and the whole ESG narrative is extremely robust [among younger generations]," the Multipolitan CEO added. "So they may not be interested in investing in fossil fuels or oil and gas, but they're very interested in investing in a company like Oatly ... or Beyond Meat," said Handa. This shift in investing attitudes by younger generations came out of necessity, said Handa. "People are seeing wars, [they're] seeing the impact of climate change... there's a lack of drinking water in many parts of the world," he explained. "As a result of that, this generation has become more resolute on focusing on things which are aligned with their personal values." "The challenges are real ... yes, we talked about cliamate in the 60s and 70s, you'll find them in the American newspapers then, but it was just a little more abstract. Now, it's real. Storms are coming, flooding is happening, hurricanes are more often... it's proof [and] they see it," said Roll. 'Centers of innovation' Another major shift can be seen in how some family offices are run. "The whole idea of family offices is less rigid than it used to be... Family Offices have become centers of innovation," said Handa. Having grown up in the age of digitization, the younger generations of wealthy families are investing more into technology and startups. They seek to discover and invest in technologies that can be a "lever for impact," said Roll. "For example, investing in climate tech, edtech, food treatment, water treatment, natural resources, renewable energy." In addition, younger generations are more active in how they invest through their family offices. "30 years ago, family offices were primarily the equity stakes from the company that the family owns through the family office, and would be tied up in real estate, some broader public equities and [overall, it would be a] passive portfolio," said Roll. Today, however, family offices are increasingly making direct investments into private companies, which is not traditional, Roll added. "The parents used to be what I call monolithic — they ran one business, but the younger people coming in may not be interested in chemicals, which is the main business, therefore they start to diversify [through] the family office," said Roll. Why is the great wealth transfer happening now? Although it is true that wealth has always changed hands, the significance of the Great Wealth Transfer of our generation can be explained by looking back at the third wave of the industrial revolution. "It was really that industrialization of particularly, the Western world, that took place in the 50s and 60s, ultimately, with the rise of America after World War Two, and Europe — a lot of wealth was created," said Roll. Out of this post-war "boom," there were about 40 years of "outstanding economic activity," which led to the creation of new industries, big businesses and ultimately, the rise of the middle class in the U.S. and Europe, said Roll. "Therefore, jobs were created ... Everyone got a car, people got a house ... so you got a lot of major shifts that enabled that kind of wealth creation," Roll told CNBC Make It. It was this senior generation that really built "the world and the wealth after World War Two," and "that wealth, including business stakes, is now getting passed on to Gen X, but also to, of course, younger people," said Roll. Bridging the old with the new Overall, as trillions of dollars change hands, what does this mean for the world? "This massive shift in money means the way things were done in the past is not necessarily how things will be done in the future," said Handa. "This era is about vitality and vibrancy and engagement. It's about democratization, it's about aspiration, it's about accessibility," Handa said. "Investment preferences are changing and legacy institutions need to adapt to the new world." (AP) — Michigan gave athletic director Warde Manuel a five-year contract extension Thursday on the heels of the Wolverines’ upset over rival Ohio State and a strong start to the basketball season. Manuel, who has held the position since 2016, signed through June 30, 2030, the school announced. So naturally, it didn't take long for the former UNLV coach to be asked one thing he's likely to hear frequently on the recruiting trail: Could he explain the payment dispute that led to the departure of his starting quarterback, Matthew Sluka, after just three games this season? “I think every story, you look at what you're able to say, what's the truth, what's the reality and what's fabricated,” Odom said Tuesday at his introductory news conference. “I think you look at that very specific instance there was very open communication from the day the recruiting process started. Employer taxes related to employee stock transactions: PagerDuty views the amount of employer taxes related to its employee stock transactions as an expense that is dependent on its stock price, employee exercise and other award disposition activity, and other factors that are beyond PagerDuty’s control. As a result, employer taxes related to employee stock transactions vary for reasons that are generally unrelated to financial and operational performance in any particular period. Amortization of acquired intangible assets: PagerDuty views amortization of acquired intangible assets as items arising from pre-acquisition activities determined at the time of an acquisition. While these intangible assets are evaluated for impairment regularly, amortization of the cost of purchased intangibles is an expense that is not typically affected by operations during any particular period. Acquisition-related expenses: PagerDuty views acquisition-related expenses, such as transaction costs, acquisition-related retention payments, and acquisition-related asset impairment, as events that are not necessarily reflective of operational performance during a period. In particular, PagerDuty believes the consideration of measures that exclude such expenses can assist in the comparison of operational performance in different periods which may or may not include such expenses. Amortization of debt issuance costs: The imputed interest rates of the Company's convertible senior notes (the "2025 Notes" and the "2028 Notes" or, collectively, the "Notes") was approximately 1.91% for the 2025 Notes and 2.13% for the 2028 Notes. This is a result of the debt issuance costs, which reduce the carrying value of the convertible debt instruments. The debt issuance costs are amortized as interest expense. The expense for the amortization of the debt issuance costs is a non-cash item, and we believe the exclusion of this interest expense will provide for a more useful comparison of our operational performance in different periods. Restructuring costs: PagerDuty views restructuring costs, such as employee severance-related costs and real estate impairment costs, as events that are not necessarily reflective of operational performance during a period. In particular, PagerDuty believes the consideration of measures that exclude such expenses can assist in the comparison of operational performance in different periods which may or may not include such expenses. Gains (or losses) on partial extinguishment of convertible senior notes: PagerDuty views gains (or losses) on partial extinguishment of debt as events that are not necessarily reflective of operational performance during a period. PagerDuty believes that the consideration of measures that exclude such gain (or loss) impact can assist in the comparison of operational performance in different periods which may or may not include such gains (or losses). Adjustment attributable to redeemable non-controlling interest: PagerDuty adjusts the value of redeemable non-controlling interest of its joint venture PagerDuty K.K. according to the operating agreement. PagerDuty believes this adjustment is not reflective of operational performance during a period and exclusion of such adjustments can assist in comparison of operational performance in different periods. Income tax effects and adjustments: Based on PagerDuty's financial outlook for fiscal 2025, PagerDuty is utilizing a projected non-GAAP tax rate of 23% in order to provide better consistency across the interim reporting periods by eliminating the impact of non-recurring and period specific items, which can vary in size and frequency. PagerDuty's estimated tax rate on non-GAAP income is determined annually and may be adjusted during the year to take into account events or trends that PagerDuty believes materially impact the estimated annual rate including, but not limited to, significant changes resulting from tax legislation, material changes in the geographic mix of revenue and expenses and other significant events. In addition to the reasons stated above, we believe that free cash flow is useful to investors as a liquidity measure because it measures our ability to generate or use cash in excess of our capital investments in property and equipment in order to enhance the strength of our balance sheet and further invest in our business and potential strategic initiatives. A limitation of the utility of free cash flow as a measure of our liquidity is that it does not represent the total increase or decrease in our cash balance for the period. NORMAL — Heartland Community College will host a workshop next week to help students and parents with FAFSA, the Free Application for Federal Student Aid, for the 2025-26 school year. The workshop will be 5-7 p.m. Tuesday, Dec. 10 in the computer lab of the Instructional Commons North building on Heartland's Normal campus, 1500 W. Raab Road. Heartland's financial aid representatives will be in attendance to lead high school seniors, prospective college students and their parents, helping them to fill out the form and answering questions about financial aid options, according to a news release from Heartland. The workshop is free, but pre-registration is required online as seat availability is limited. Register at heartland.edu or by calling the financial aid office at 309-268-8023. Those who plan to participate are asked to bring a driver's license or state ID, 2023 federal income tax forms and W-2s and amounts for untaxed income received in 2023. For the second year in a row, students and families won't have access to the Free Application for Federal Student Aid on Oct. 1, when it's traditionally released, but federal officials have promised a fully functional form on or before the start of December. In a news release, the U.S. Department of Education announced on Aug. 7 it would start testing the system in October with a limited number of students, colleges, and universities. This process will allow the Federal Student Aid Office to address issues before the 2025-26 FAFSA is widely released nationwide, according to the news release. Chalkbeat reports that this announcement follows the problematic rollout of the 2024-25 FAFSA form . After a late release in 2023, ongoing technical glitches made completing the form difficult. "The Department listened carefully to the input of students, families, and higher education institutions, made substantial changes to leadership and operations at Federal Student Aid, and is taking a new approach this year that will significantly improve the FAFSA experience," said U.S. Secretary of Education Miguel Cardona in the news release. The plan doesn't fully satisfy national advocacy groups who said they're disappointed the form won't be ready on time. But they said the late release of a functional system is better than families suffering through another glitchy FAFSA season. "The fact that we are still, to this day, dealing with the aftershocks of this year's FAFSA rollout shows just how imperative it is that the process is thoroughly tested from end to end and launched as a system, not in a piecemeal manner," said Beth Maglione, interim president and CEO of the National Association of Student Financial Aid Administrators, in a written statement. The federal government revamped the form last year. For students who don't encounter problems, the so-called Better FAFSA is much faster and easier to fill out than the previous version. But technical problems with the revamped form caused widespread delays and frustrations and slowed down when students received financial aid awards. It has created worries that fewer students, especially those from lower-income backgrounds, will show up in the fall . Students whose parents don't have a Social Security number encountered the most problems . In response to problems in the spring, many higher education institutions nationwide delayed enrollment dates to help students have more time to understand their financial aid awards. Yet problems with the FAFSA have persisted even into the summer. The National College Attainment Network said the federal government's latest update is not what they hoped. About half of all students who fill out the FAFSA do so before the end of the calendar year, making it important to launch as scheduled. However, the nonprofit's CEO Kim Cook said the FAFSA must be reliable, especially because college officials nationwide needed to adjust numerous times during the last year to help students. NCAN has a mission to help more students make it to and succeed in college. "We acknowledge this is a difficult trade-off between functionality and the release date," Cook said. "We appreciate the certainty and transparency that this announcement provides to the college access field. Counselors and educational leaders can now plan their FAFSA support strategies with the understanding that students who complete the form will receive financial aid awards in a timely manner." The education department has also promised more information about how the testing will work and will share regular updates. It will also continue to gather feedback and officials said they will release additional tools for students and families, counselors, institutions and others about the FAFSA. Students who submit FAFSA during the testing phase will not need to re-submit once the form is live, and the Federal Student Aid Office will use their data to identify software issues ahead of the larger launch. Due to issues this year, FAFSA completion is down over 10% from the previous year — or over 232,600 fewer students finished the form compared to last year, according to data from NCAN . The true impact of this year's problems will become more clear in the fall. Financial aid experts worry that although some students might have filled out the form, they might opt to skip college in the fall. That's because many students graduated high school without the financial award information they typically use to select a college. Importantly, high school counselors also help advise students after they enroll, such as filling out paperwork or signing up for orientation. Many also left high school without counseling support to understand how much college would cost them and help to understand the next steps to showing up on a college campus in the fall. The changes announced by the world’s biggest retailer followed a string of legal victories by conservative groups that have filed an onslaught of lawsuits challenging corporate and federal programs aimed at elevating minority and women-owned businesses and employees. The risk associated with some of programs crystalized with the election of former President Donald Trump, whose administration is certain to make dismantling diversity, equity and inclusion programs a priority. Trump’s incoming deputy chief of policy will be his former adviser Stephen Miller , who leads a group called America First Legal that has aggressively challenged corporate DEI policies. “There has been a lot of reassessment of risk looking at programs that could be deemed to constitute reverse discrimination,” said Allan Schweyer, principal researcher the Human Capital Center at the Conference Board. “This is another domino to fall and it is a rather large domino,” he added. Among other changes, Walmart said it will no longer give priority treatment to suppliers owned by women or minorities. The company also will not renew a five-year commitment for a racial equity center set up in 2020 after the police killing of George Floyd. And it pulled out of a prominent gay rights index . Schweyer said the biggest trigger for companies making such changes is simply a reassessment of their legal risk exposure, which began after U.S. Supreme Court’s ruling in June 2023 that ended affirmative action in college admissions. Since then, conservative groups using similar arguments have secured court victories against various diversity programs, especially those that steer contracts to minority or women-owned businesses. Most recently, the conservative Wisconsin Institute for Law & Liberty won a victory in a case against the U.S. Department of Transportation over its use of a program that gives priority to minority-owned businesses when it awards contracts. Companies are seeing a big legal risk in continuing with DEI efforts, said Dan Lennington, a deputy counsel at the institute. His organization says it has identified more than 60 programs in the federal government that it considers discriminatory, he said. “We have a legal landscape within the entire federal government, all three branches — the U.S. Supreme Court, the Congress and the President — are all now firmly pointed in the direction towards equality of individuals and individualized treatment of all Americans, instead of diversity, equity and inclusion treating people as members of racial groups,” Lennington said. The Trump administration is also likely to take direct aim at DEI initiatives through executive orders and other policies that affect private companies, especially federal contractors. “The impact of the election on DEI policies is huge. It can’t be overstated,” said Jason Schwartz, co-chair of the Labor & Employment Practice Group at law firm Gibson Dunn. With Miller returning to the White House, rolling back DEI initiatives is likely to be a priority, Schwartz said. “Companies are trying to strike the right balance to make clear they’ve got an inclusive workplace where everyone is welcome, and they want to get the best talent, while at the same time trying not to alienate various parts of their employees and customer base who might feel one way or the other. It’s a virtually impossible dilemma,” Schwartz said. A recent survey by Pew Research Center showed that workers are divided on the merits of DEI policies. While still broadly popular, the share of workers who said focusing on workplace diversity was mostly a good thing fell to 52% in the November survey, compared to 56% in a similar survey in February 2023. Rachel Minkin, a research associated at Pew called it a small but significant shift in short amount of time. There will be more companies pulling back from their DEI policies, but it likely won’t be a retreat across the board, said David Glasgow, executive director of the Meltzer Center for Diversity, Inclusion and Belonging at New York University. “There are vastly more companies that are sticking with DEI,” Glasgow said. “The only reason you don’t hear about it is most of them are doing it by stealth. They’re putting their heads down and doing DEI work and hoping not to attract attention.” Glasgow advises organizations to stick to their own core values, because attitudes toward the topic can change quickly in the span of four years. “It’s going to leave them looking a little bit weak if there’s a kind of flip-flopping, depending on whichever direction the political winds are blowing,” he said. One reason DEI programs exist is because without those programs, companies may be vulnerable to lawsuits for traditional discrimination. “Really think carefully about the risks in all directions on this topic,” Glasgow said. Walmart confirmed will no longer consider race and gender as a litmus test to improve diversity when it offers supplier contracts. Last fiscal year, Walmart said it spent more than $13 billion on minority, women or veteran-owned good and service suppliers. It was unclear how its relationships with such business would change going forward. Organizations that that have partnered with Walmart on its diversity initiatives offered a cautious response. The Women’s Business Enterprise National Council, a non-profit that last year named Walmart one of America’s top corporation for women-owned enterprises, said it was still evaluating the impact of Walmart’s announcement.
