Brandon Toews and Dylan Weightman of Chilliwack were down in Los Angeles collaborating with the famous actor and musician as he prepared for an upcoming performance. Stamos, lovingly known as Uncle Jesse from sitcom Full House, has been playing with the Beach Boys for 40 years. He said he wanted to rediscover his love of drumming and needed help with a new solo, so he contacted Drumeo, an Abbotsford-based music school where Toews is the content director and Weightman the vice president. Commercial elver fishers in the Maritimes are dismissing new quotas for the 2025 season, saying they would significantly cut their share of the lucrative baby eel fishery. In a letter obtained by The Canadian Press, the federal Fisheries Department said Thursday it wants to hand 50 per cent of the total allowable catch — 4,980 kilograms — to First Nations fishers. However, in a potentially contentious move, the department is proposing that another 28 per cent of the allowable catch — 2,812 kilograms — should go to a new pilot project. The department’s plan calls for distributing that 28 per cent among people who are already involved in the fishery, including those who are working for commercial elver fishing enterprises. That means the nine existing commercial licence holders will be left with just under 22 per cent of the total catch, which has been held at 9,960 kilograms since 2005. “The minister of Fisheries and Oceans supports broadening the distribution of benefits of the elver fishery,” wrote Jennifer Ford, director of the federal elver review team for the Maritimes. In the letter, Ford explains that the goal is to increase the participation of First Nations, while also providing licenses to people already involved in the industry or are willing to temporarily relinquish eel licenses. “When the total allowable catch for a fishery remains stable ... quota redistribution is the only way to bring new entrants into the fishery without putting additional pressures on the stock,” the letter says. Meanwhile, commercial licensees stand to lose between 60 per cent and 90 per cent of the quota they fished before 2022. On Friday, commercial license holder Stanley King said the proposed allocations will cause more chaos in a fishery that was shut down last year because of violence and unauthorized fishing. King said the pilot project makes no sense because it redistributes quota among employees working for companies such as his own. “The government is saying anyone who’s worked for you is now going to have a piece of your business,” said King. “Some of our (nine commercial) licence holders have been cut so much that they will barely have more of the company than their former employees. It’s a slap in the face and it’s completely anti-business.” Under the proposed pilot allocation, the federal department is offering licences to 120 fishers currently employed by commercial licence holders, representing 27 per cent of the overall quota. A further 1.5 per cent would be allocated to licences offered to 30 fishers who currently catch adult eels. King said if the department’s proposal moves forward, it would decimate his company, Atlantic Elver Fishery Limited, without providing any compensation. “Our business is about 20 people and what we’ll be left with will be the owners and managers, who will basically have to fish for themselves,” he said. “We won’t be able to afford to hire anyone.” Michel Samson, a Halifax-based lawyer who represents Wine Harbour Fisheries Ltd., a family-run business on Nova Scotia’s eastern shore, said his clients would go from a pre-2022 quota of 1,200 kilograms to 137 kilograms under the proposed change. “We are at a loss to understand why (the department) has decided to take what has been a successful fishery and somehow completely dismantle it to bring in new entrants,” Samson said. “In our case, it’s even more perverse in that it’s the license holder’s wife and children who have been offered quota.” Samson said license holders have accepted the need to increase the participation of First Nations as part of Ottawa’s reconciliation efforts. Investors of a Class Action Lawsuit ...The Los Angeles City Council unanimously approved a motion Friday to create a policy that would give tenants the option to purchase their buildings, helping to maintain affordable rents . In the next 60 days, related departments will report on a framework for what are known as Tenant Opportunity to Purchase Act and a Community Opportunity to Purchase Act policies. The City Council voted 12-0 Friday to approve the motion. Councilmembers Curren Price and Paul Krekorian recused themselves as they are landlords, while Councilman Kevin de León was absent during the vote. According to Councilmember Nithya Raman, who championed the motion, seconded by Councilmember Hugo Soto-Martinez, the policy would help preserve the city’s affordable housing stock, much of which is at-risk of due to expiring covenants and market pressures. She noted that almost 6,000 units’ covenants are set to expire by Dec. 31, 2027. “These policies allow for either tenants of multi-family buildings the option to collectively purchase their buildings or allow a qualified nonprofit to make an offer to purchase a building if the property owner decides to sell,” Raman said. If the city were to adopt these policies, Los Angeles would join Washington D.C., San Francisco, Chicago and Philadelphia, where similar programs are available. Raman said the city could potentially use funds from Measure ULA to support these initiatives. The motion also highlighted efforts between the county of LA and the Los Angeles Community Land Trust Coalition to pilot a community land trust program and to research these initiatives. The county’s pilot program assisted and stabilized 110 tenants in their homes and neighborhoods, establishing “affordability in perpetuity,” the motion reads. “These are policies that can potentially preserve housing and prevent displacement,” Raman said. “With dedicated funding from Measure ULA, now we do have to develop the city’s capacity to be able to manage these kinds of projects.” The National Apartment Association previously argued that such policies add unnecessary red tape to real estate transactions and ultimately increase the cost of housing for renters. While these laws are intended to be an “anti-displacement measure, in reality, they rarely result in residents’ purchase of property and can add months or in some cases, years to the sale of real estate,” Emma Craig wrote in a May 22 post on the association’s website.Former Indian prime minister Manmohan Singh has died at the age of 92. Singh was one of India's longest-serving prime ministers and he was considered the architect of key liberalising economic reforms, as premier from 2004-2014 and before that as finance minister. Singh was the first Indian leader since Jawaharlal Nehru to be re-elected after serving a full first term, and the first Sikh to hold the country's top post. His unexpected appointment capped a long and illustrious career as an academic and civil servant - he served as an economic adviser to the government, and became the governor of India's central bank. Construction on the project could not begin even if the Supreme Court sides with the railway project because the court is analyzing only one of the reasons the lower court halted the railway. If the Supreme Court agrees with railway proponents’ arguments, the lower court will have to reassess its analysis and issue a new opinion. But conservationists fear the court could use the case to weaken one of the nation’s foundational environmental protection laws. The decision could lead to “a radical restriction of the way the government evaluates the environmental impact of decisions,” said Sam Sankar , the senior vice president of programs for the environmental legal group Earthjustice. At the heart of the litigation is whether the U.S. Surface Transportation Board — a federal agency that regulates railways — violated the National Environmental Policy Act by failing to analyze potential environmental impacts of the project outside of the immediate area of the proposed line. The federal appeals judge last year found that the board had violated the law and should have scrutinized potential threats to the Colorado River as well as increased wildfire risk caused by more train traffic. Lawyers for the Seven County Infrastructure Coalition, which is spearheading the rail project, argued that such a thorough analysis was not needed. The Surface Transportation Board should consider the immediate environmental impacts of a project, such as whether construction will displace bighorn sheep habitat or alter a mountain stream, the attorneys argued in their brief to the U.S. Supreme Court. But the board should not be required to analyze “imponderables such as whether the new rail might contribute to an accident hundreds or thousands of miles downline,” they wrote. “If a new rail line in Utah will displace habitat for bighorn sheep or alter the topography in ways that threaten a pristine mountain stream, the Surface Transportation Board must consider those issues,” the brief states. But the chance of a faraway crash or that “the new rail might ... somehow affect ‘environmental justice (in) communities (on) the Gulf Coast’ are not issues the Surface Transportation Board must run to ground.” The Colorado communities opposed to the new railway include Glenwood Springs, Grand County, Grand Junction, Avon, Basalt, Routt County and the Northwest Colorado Council of Governments, which represents 31 counties and municipalities in the northwest region of the state. They reject arguments that impacts on their communities shouldn’t be considered. (AP) — President-elect Donald Trump said Wednesday that he has chosen Keith Kellogg, a highly decorated retired three-star general, to serve as his special envoy for Ukraine and Russia. Kellogg, who is one of the architects of a staunchly conservative policy book that lays out an “America First” national security agenda for the incoming administration, will come into the role as Russia’s invasion of Ukraine enters its third year in February. Trump made the announcement on his Truth Social account, and said “He was with me right from the beginning! Together, we will secure PEACE THROUGH STRENGTH, and Make America, and the World, SAFE AGAIN!” Kellogg, a retired Army lieutenant general who has long been Trump’s top adviser on defense issues, served as national security adviser to Vice President Mike Pence , was chief of staff of the National Security Council and then stepped in as an acting security adviser for Trump after Michael Flynn resigned. As special envoy for Ukraine and Russia, Kellogg will have to navigate an increasingly untenable war between the two nations. The Biden administration has begun urging Ukraine to quickly increase the size of its military by drafting more troops and revamping its mobilization laws to allow for the conscription of troops as young as 18. The White House has pushed more than $56 billion in security assistance to Ukraine since the start of Russia’s February 2022 invasion and expects to send billions more to Kyiv before Biden leaves office in less than months. Trump has criticized the billions that the Biden administration has poured into Ukraine. Washington has recently stepped up weapons shipments and has forgiven billions in loans provided to Kyiv. The incoming Republican president has said he could end the war in 24 hours, comments that appear to suggest he would press Ukraine to surrender territory that Russia now occupies. As a co-chairman of the American First Policy Institute’s Center for American Security, Kellogg wrote several of the chapters in the group’s policy book. The book, like the Heritage Foundation’s “Project 2025,” is a move to lay out a Trump national security agenda and avoid the mistakes of 2016 when he entered the White House largely unprepared. Kellogg in April wrote that “bringing the Russia-Ukraine war to a close will require strong, America First leadership to deliver a peace deal and immediately end the hostilities between the two warring parties.” Kellogg was a character in multiple Trump investigations dating to his first term. He was among the administration officials who listened in on the July 2019 call between Trump and Volodymyr Zelenskyy in which Trump prodded his Ukrainian counterpart to pursue investigations into the Bidens. The call, which Kellogg would later say did not raise any concerns on his end, was at the center of the first of two House impeachment cases against Trump, who was acquitted by the Senate both times. On Jan. 6, 2021, hours before pro-Trump rioters stormed the U.S. Capitol, Kellogg, who was then Pence’s national security adviser, listened in on a heated call in which Trump told his vice president to object or delay the certification in Congress of President Joe Biden ’s victory.
